El gobernador de Santa Cruz, Luis Fernando Camacho, llega a la efeméride departamental sin la inauguración de obras pero con tres nuevos bienes y una fortuna de Bs 10,4 millones declarada en la Contraloría General del Estado (CGE).
Los datos están inscritos en la declaración jurada que presentó el excívico el 25 de febrero de este año.
De acuerdo con ese reporte, Camacho, que en mayo de 2021 se convirtió en gobernador de Santa Cruz, cuenta con “19 bienes”, el “total de bienes (activos) suma Bs 10.942.511,00; el total de deudas (pasivos) Bs 7.880.584,00; y el total de rentas (recibidas) Bs 158.872,00”.
Hay, sin duda, un cambio con relación a la declaración que realizó Camacho antes de asumir como primera autoridad de Santa Cruz, departamento que este 24 de septiembre celebrará 212 años de su gesta libertaria.
En la declaración jurada que presentó el 29 de abril de 2021, Camacho informó que contaba con “16 bienes; un total de bienes (activos) de Bs 11.132.757,43; total de deudas (pasivos) Bs 4.830.050,59; y el total rentas (recibidas) Bs 1.731.251,00”.
Será la segunda ocasión en que Camacho participará de los actos por la efeméride departamental como gobernador y luego del acto bochornoso que protagonizó en 2021 cuando decidió no otorgar la palabra al presidente en ejercicio, David Choquehuanca, como se acostumbra por protocolo, y decidió concluir el acto de manera abrupta.
A diferencia de ese año, este aniversario cruceño viene con el preludio de una denuncia de presunta corrupción que involucra a Fernando Pacheco, que acompañó a Camacho desde el inicio de su mandato hasta el pasado 1 de septiembre cuando renunció por razones personales a la Secretaría de Salud y Desarrollo Humano.
La dimisión se registró días antes de que se divulgara un audio que involucra a Pacheco con el cobro de coimas por la compra de distintos insumos e incluso en direccionar algunas licitaciones.
Según el audio, se escucha presuntamente a Pacheco pedir a su interlocutor entregar diferentes montos de dinero de las compras menores de insumos de salud y habla de direccionar adjudicaciones de hasta medio millón de bolivianos.
La Fiscalía acusó a la exautoridad por la presunta comisión de los delitos de cohecho, uso indebido de influencias, beneficios en razón del cargo y otros. Fue citado para declarar el jueves, pero no se presentó por lo que se ordenó su aprehensión. Ya antes, se activó una alerta migratoria en su contra para que no pueda salir del país.
Según la televisora DTV, al menos tres gerentes del área de Salud administrada por la Gobernación cruceña fueron identificados como presuntos cómplices del exsecretario para negociar coimas y direccionar compras.
Se trata del gerente del Banco de Sangre Regional Santa Cruz, Diego C. A.; del gerente del Hospital Norte, Fernando C. V.; y del gerente del Hospital Japonés, Richard Ch. V.
Si bien funcionarios de la Gobernación presentaron la denuncia contra Pacheco, que fue secundada por otras autoridades, el politólogo Rolando Schrupp, criticó la “forma irresponsable” en que la administración departamental está asumiendo la conducción “de esta crisis” porque “no es una denuncia simple de manejo de recursos públicos” dirigida a una persona sino a “una estructura que funcionaba” para pedir coimas y direccionar licitaciones.
“Nos preocupa muchísimo la pirámide de prioridades, de valores que nos están mostrando, hoy resulta más importante la farándula política que venir a ver si nos están robando o no nos están robando”, cuestionó Schrupp en declaraciones a No Mentirás.
Dijo incluso que la Asamblea Legislativa Departamental está “más preocupada en leyes del zonzo, en recibir a mises, que en conformar una comisión (de investigación) como manda el artículo 16 inciso 10 del Estatuto Autonómico al cual ellos se deben y que al parecer no leyeron todavía”.
En efecto, el inciso 10 del artículo 16 de esa norma otorga a la Asamblea Departamental la atribución de “fiscalizar a la Gobernación y a las instituciones públicas, mixtas, descentralizadas, desconcentradas y autárquicas que administren recursos departamentales”, para lo cual le permite crear “comisiones especiales de investigación o atribuirse esta facultad a las comisiones permanentes”.
Sin embargo, el legislativo departamental no asumió ninguna decisión al respeto.
“Estas actitudes irresponsables, casi infantiles” de las autoridades de la Gobernación, “nos pueden quitar inclusive posiciones de moral ante el resto de la política, porque no podemos tener una moral selectiva para criticar a unos, pero hacernos los opas en otros casos”, afirmó.
Dijo que Creemos tiene “una moral selectiva” porque Camacho “escribió mucho” sobre los casos de corrupción del gobierno de facto de Jeanine Añez, como la compra de respiradores con sobreprecio, pero ahora no dice nada de lo que pasó con su exsecretario de Salud.
“Si el gobernador Camacho ordenó el proceso legal, ¿por qué no está aquí para ver el proceso, para asegurarse de si se cometieron (los ilícitos) o no se cometieron. Nos parece muy incoherente que se priorice la farándula, el populismo, sobre las responsabilidades que nos debe a nosotros sus mandantes porque le pagamos el sueldo, por más que lo regale”, dijo.
Enfatizó que el gobernador “no administra su empresa, su hacienda, ni su chaco, está administrando nuestra plata y nuestro destino”.
“Este momento es crítico y la prioridad no es estar de farra, entregando obritas o pozos ciegos; la prioridad es velar por la correcta administración del gobierno departamental, porque si esa no es la prioridad le va a quitar moral a él y a la región que le dio su voto”, insistió.
